Transparency

As stated in its Founding Regulation, ECDC was established to provide the European Union with independent advice on threats to human health posed by communicable disease. As a publicly funded EU agency, ECDC works to ensure it is open and transparent about its operations and funding.

Independence 

ECDC's Draft Independence Policy states that Annual Declarations of Interest and Declarations of Commitment from the director, members of the Management Board and Advisory Forum, members of the Senior Management Team and Heads of Disease Programmes will be published online.

Declarations made by ECDC staff members and experts involved in the work of ECDC  may be disclosed, in accordance with Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents.

Open Access

ECDC has an obligation to ensure that published work generated by the Centre is disseminated and is easily accessible to all EU citizens. Therefore, all ECDC output with scientific content produced by, or on behalf of, the Centre should be published as open access. The Centre also follows principles of transparency and equitability of access to its work and tries to ensure that its outputs are available to all in a timely fashion.

Authorship

The ECDC authorship policy provides guidance for authors of written work produced by, or on behalf of ECDC, including for publication in peer-reviewed journals. The policy sets out criteria to determine how the contribution of each author should be acknowledged, and outlines concomitant roles and responsibilities of authors in order to ensure that fair recognition is given for work done on behalf of the Centre by ECDC staff members or externals.
