As stated in its Founding Regulation, ECDC was established to provide the European Union with independent advice on threats to human health posed by communicable disease. As a publicly funded EU agency, it works to ensure it is open and transparent about its operations and funding.

ECDC's Independence Policy states that Annual Declarations of Interest and Declarations of Commitment from the director, members of the Management Board and Advisory Forum, Heads of Unit and Heads of Disease Programmes will be published online.

Declarations made by ECDC staff members and experts involved in the Centre's work may be disclosed, in accordance with Regulation (EC) No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents.
