Are you an experienced professional with a background in public procurement, and are you interested in applying your skills to ECDC projects and activities and in engaging within an international environment?

What will you do? 

You will work in the Procurement section in the Resource Management Services (RMS) unit.

Reporting to the Head of Section Procurement, you will be part of a team of approximately 10 colleagues, supporting the Centre’s work related to procurement services.

In this position, you will have a wide variety of tasks that will give you the opportunity to:

  • Organise competitive tender procedures in compliance with the rules of Financial Regulation and relevant ECDC internal procedures including the following tasks: 
  • Planning and preparation phase: on the basis of the needs of the units – advise on the set up and choice of procedure, work together with the procuring unit to draft the procurement documentation including draft contracts; 
  • Publication, evaluation, award and contract signature phase: manage reviews and publication of the call for tender, prepare opening and evaluation documentation chair opening session and assist the Evaluation Committee in the evaluation and award process; notify the outcome and finalise contracts with the successful tenderers; 
  • Contract implementation phase: on the basis of the needs of the units organise and carry out solicitations under framework contracts in place; provide support and information to the contract manager, prepare amendments including to prolong, alter, renew or cancel a contract;
  • Complete administrative documentation, perform tasks and follow up in various of the centres system.
  • Assist in the establishment of the annual procurement plan and regularly monitor the Centre’s procurement implementation in close collaboration with the concerned units identifying potential risks and issues;
  • Assist in the preparation of procurement guidelines, training materials and statistics for colleagues and senior management;
  • Organise procurement procedure debriefs and lessons learned sessions, manage the files of tender procedures and ensure that files are complete for audit as well as assist the auditors.
  • Any other tasks related to his/her area of work as requested.

What are we looking for?

Formal requirements

For your application to be considered eligible you must fulfil all the following requirements by the application deadline:

  • A level of post-secondary education of at least 3 years attested by a diploma* and at least 6 years of professional experience** after that diploma; or a level of secondary education attested by a diploma giving access to post-secondary education and at least 9 years of professional experience after that diploma;
  • Thorough knowledge of one of the official EU languages and a satisfactory knowledge of another official EU language to the extent necessary for the performance of your duties***;
  • Nationality of one of the EU Member States or of Norway, Iceland or Liechtenstein and to be entitled to your full rights as a citizen;
  • To have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the character requirements for the duties involved****; and
  • Be physically fit to perform the duties linked to the post.

You will need to provide appropriate documents to show that you meet all of the above criteria.

Selection criteria

For your application to be evaluated further, you will also need:

  • At least 4 years’ of professional experience following the award of the diploma acquired in positions relevant to the job description;
  • Proven experience in running public procurement procedures as a Procurement professional at a national or international level (preferably in the EU environment);
  • Proven experience in contract management including drafting and negotiating contracts;
  • Experience in working in a multi-cultural environment;
  • Very good ability to analyse, interpret and implement rules and regulations applicable to public procurement;
  • Excellent command of English, both written and spoken.

Additionally, we will assess the following competencies:

  • Excellent interpersonal skills with the ability to work effectively in a multi-cultural environment as a member of a team; 
  • High level of service orientation with a customer-focussed approach;
  • High degree of commitment, flexibility, responsibility and integrity, ability to adapt to changing business needs; 
  • High capacity to work under pressure, with multiple tasks and within tight deadlines;
  • Good analytical and numerical skills, a keen eye for detail and the ability to maintain high standards of accuracy;
  • Excellent drafting skills and ability to prepare structured opinions in the fields of procurement.

What can we offer you?

Depending on your experience, the basic salary usually starts at 7.977 €/month and is supplemented by various allowances, including as applicable expatriation and/or generous family allowances. Salary is exempt from national tax, instead an Agency tax at source is paid. We also provide financial support when relocating to Stockholm.

How does our selection process work?

Our selection process takes, on average, three months from the application deadline. All selection procedures include a remote written test and a video conference interview; some selection procedures may include additional steps.

After a candidate has been selected for the position, additional shortlisted candidates can be placed on a reserve list. The reserve list may be used when ECDC needs to fill similar positions at the same level in the future. The reserve list is valid until 31 December 2025 and may be extended.

When starting a new contract under the EU staff regulations, all new staff have to successfully complete a probationary period of nine months.
